Job Description:

The Motor Vehicle Commission is seeking a Certified Project Manager with experience in developing and implementing web based applications that include business process re-engineering.

 

Note: Motor Vehicle experience in the areas of title and registration, driver and business licensing and driver history records highly desired. 

 

The Motor Vehicle Commission’s (MVC)“Comprehensive” (Comp) system processes the core IT functions for the MVC and is comprised of a legacy IBM/System 390 batch, CICS Cobol online programs, and other distributed web applications. Currently, the MVC is undertaking a enterprise wide initiative to replace our legacy mainframe and older web applications with a new distributed web based application (MATRX) running at its core JAVA and Oracle.

The objective is to obtain the services of a certified project manager possessing at least 10 years experience in the IT field.  This individual should have prior motor vehicle experience in the core areas of vehicle title and registration, driver and business licensing, and driver history records.  Additional areas of experience are document management, imaging, workflow, rules engine are a plus.

 

To ensure the success of the MATRX project the MVC wishes to retain a full time PMP certified project manager with experience in developing and implementing motor vehicle web based applications that include business process re-engineering.  The project manager will be reporting to the MATRX Program Director for oversight of activities needed to accomplish the following:

Ø Assist in the analysis for scope of work utilizing the current project plan against the proposed re-baseline project plan

Ø Creating and maintaining State activities in the project plan

Ø Coordinate the activities of various NJ State Government groups and vendors that must participate in and deliver work in support of MATRX.

Ø Conduct regular project status meetings, publish meeting minutes every two weeks

Ø Create and maintain a project risk and issues log working to resolve or escalate risks and issues as necessary.

Ø Assure all issues and risk mitigations are agreed to by OIT and MVC-IT, the project oversight vendor, MVC Directors and the MATRX Program Director.

Ø Brief the program Executive Steering Committee on project status, issues and risks.

Ø Responsible to secure acceptance and approval of deliverables from the Project Sponsor and Stakeholders

Ø Ensure the project is delivered in budget, on schedule, and within scope.

Ø Ensure the proper organization and documentation is in place and that knowledge transfer is carried out in a manner that MVC-IT and OIT can assume responsibility for the ongoing support of the MATX system once it is turned over to MVC and accepted

 

The project manager, in collaboration with the MATRX Program Director and other team members will track and report the project teams progress.  The project manager will take responsibility for the following deliverables:

Ø High level project status reports and updates at least weekly.

Ø Steering committee briefings with the MATRX Program Director and MVC Executive staff every 2 to 4 weeks

Ø In-depth project status reporting to the Program Director of MATRX

Ø Resource allocation reporting for current week and upcoming week for the project with project team

Ø Attend Oversight meetings to provide project updated to MVC Directors on State resource tasks

 

As part of meeting the requirements, the following minimum and preferred skills sets are expected for any project manager being proposed to this request.  Vendor responses must demonstrate ability to achieve these minimum and preferred vendor skill sets as stated below:

Ø Prior experience in converting legacy enterprise applications to a distributed web based application (JAVA & Oracle).

Ø Ten years Project Management IT experience on large scale projects.

Ø Trained in best practices of Project management and ITIL/ITSM

Ø Motor vehicle IT experience a plus

Ø PMP, PMI, or industry recognized project management certification is a must

Ø Must have experience project managing in multiple team environment
