Project Site/Location: New Orleans, LA

Project Duration (Months): 12 mths

 

Core Skills: IM systems i.e. EDW, document control and management systems, EDMS etc., as well as of associated reporting software, e.g. Crystal, BO, MS Access etc. is preferred

 

Accountability

The IM Delivery Lead’s key accountabilities within an assigned Capital Project shall be as follows:

·         Develop and maintain the Project IM Strategy and the IM Plan ensuring compliance with the relevant global standards and solutions e.g. DEP Engineering Information Specification (DEP EIS).

·         Provide IM input to the Project Execution Strategy (PES) and later to the Project Execution Plan (PEP). Develop and implement IM general guidelines and procedures for the owner’s project team, design / execution contractors and equipment vendors for the relevant ORP phase.

·         Produce and implement the Project Information Specification and the IM Discipline Delivery Plan.

·         Ensure that the IM requirements are included in the design / execution contracts through the contract-specific IM Scope of Work and Information Specification. Contribute to the Prequalification and ITT packages and to the evaluation of bids. Ensure that the IM requirements are implemented by contractors and that the compliance is tested regularly.

·         Facilitate provision of the document control services at all of the Capital Project’s locations including e.g. home office, engineering offices and construction sites.

·         Facilitate the data control process in the Capital Project and undertake a role of the ‘Data Coordinator’ (ref. the Group’s Data Control Procedure, EP 2005-5135).

·         Assist in the management of the Computerized Maintenance Management System (CMMS) build. Develop a Handover Plan and facilitate the effective handover of the project information and any related tools between the major execution contractors (e.g. from individual EPCs to an EPcM), between the contractors and the owner’s project team and eventually, handover to the Operations team.

·         At each project phase undertake the IM-related mandatory value assurance activities for that phase as defined in the Project Controls and Assurance Plan (PCAP). Facilitate implementation of the FLAWLESS process (Q Area 11 – Information).

 

Refer to the Project Standard / Project Guide 15 “Information Management” for generic description of work processes and mandatory deliverables that govern Information Management processes in a Capital Project.

The IM Delivery Lead will keep a two-way communication with the Discipline Team in the Capital Projects IM/IT Delivery Vertical and will provide feedback on the Project Standard / Guide 15, DEP EIS and other relevant documents, contributing to their continuous improvement.

In a given Capital Project the IM Delivery Lead will coordinate a team of IM professionals and therefore will assume a set of responsibilities as follows:

1)     Plan, resource, lead, motivate and develop a [matrix] team in a highly volatile, geographically and culturally diverse, and at times, stressful environment of a major capital project.

2)     Understand, effectively define and monitor both internal and external organizational interfaces and the roles & responsibilities within the project IM team.

The IM Delivery Lead is required to demonstrate visible leadership as well as personal commitment to Health, Safety and the Environment

EXPERIENCE

1)     Previous Experience and Exposure around 10+ years

1)     Substantial / Extensive experience (depending on the JG level) in the oil & gas industry as a Data Control Lead, Document Control Lead or an IM Lead with strong knowledge of data and document control processes and systems in major capital projects, and of interface management in the major execution contracts (FEED, EPC, EPCM, etc.).

2)     Previous exposure to the Up-stream environment in project engineering, project services or discipline engineering role is desirable but not essential.

2)     Technical and Business Skills

a)     Sound knowledge of the Project Information Management domain, solid understanding of the typical Data Management and Document Control / Management processes and solutions / applications that facilitate them.

b)    Sound knowledge of the Shell Opportunity Realization Process and good understanding of the DCAF, Project Standards, DEP framework.

c)     A good knowledge of IM systems i.e. EDW, document control and management systems, EDMS etc., as well as of associated reporting software, e.g. Crystal, BO, MS Access etc. is preferred.

d)    Solid project management skills. Working knowledge of the Shell Project Delivery Framework (PDF) is desirable.

3)     Leadership and Interpersonal Skills

a)       Good interpersonal, relationships and facilitation skills.

b)       Able to communicate with and understand the needs of non-technical internal clients.

c)       A high degree of skill in written and oral communications.
