1. Ability to work effectively with users and the project team, to identify, and document requirements for the maintenance, enhancement or development of computer application systems;
2. Ability to analyze and accurately and completely define processes and workflows to design efficient information solutions;
3. Ability to be able to produce legible and complete functional specifications to developers in a way that thoroughly captures all requirements and design of the product;
4. Must be able to test complex applications and interpret whether requirements and design were met in the product;
5. Ability to develop and manage information systems documentation in accordance with the Department’s standards;
6. Knowledge of the principles, practices and techniques of the system development life cycle;
7. Ability to plan, organize, coordinate and prioritize work assignments;
8. Ability to accurately estimate time requirements for computer programming tasks for a project;
9. Ability to evaluate and resolve computer application and system problems;
10. Ability to relate to customers’ needs and perform duties in a service oriented manner;
11. Ability to prepare complex computer program specifications;
12. Ability to interpret and communicate technical information related to computer programming and data processing, both verbally and in writing;
13. Ability to receive and give constructive criticism, and maintain effective work relationships with others.
14. Must be able to perform QA reviews and provide valuable feedback in determining that standards are met and that documents are complete and comprehensive.
15. Must be able to provide test cases or test scripts for large-scale projects using tools such as Team Foundation Server or writing/executing manual test cases.
